What This Policy Covers
A pain management policy for aged care defines how your organisation identifies, assesses, documents, and responds to pain in residents. Why This Policy Matters for Compliance
The Strengthened Aged Care Quality Standards, which came into effect under the Aged Care Act 2024, place direct obligations on providers to deliver person-centred clinical care. Standard 3 (Clinical Care) requires that providers assess and respond to residents' clinical needs, including pain. Standard 5 (Clinical Governance) requires that clinical risks, including unmanaged pain, are identified and addressed through a structured governance framework.
Failing to have a documented and practised pain management process is not just a clinical risk. It is a regulatory one. The Aged Care Quality and Safety Commission can raise non-compliance findings where providers cannot demonstrate that residents' pain is being systematically assessed and managed.

What a Good Pain Management Policy Should Include
A policy that stands up to regulatory scrutiny will go beyond general statements. It should describe the validated assessment tools your facility uses (such as the Abbey Pain Scale for residents with cognitive impairment, or the Numerical Rating Scale for those who can self-report). It should also specify who is responsible for assessments, how often they occur, and how findings are documented.
Your policy should address non-pharmacological pain management options alongside medication-based approaches. This includes physiotherapy referrals, positioning aids, heat therapy, and psychological support. A purely medication-focused policy misses the person-centred intent of the current standards.
Staff roles and escalation pathways must be clearly defined. Care workers need to know what signs to report and who to escalate to. Registered nurses need a clear process for requesting medical review when pain is poorly controlled.
